The single most consistent and popular means of communication across the 170,000 employees of the Department of Homeland Security is email. Before the DHS opened their doors in March of 2003, email communications had to exist on a single domain for the Department with consistent addressing for all employees. As Department of State employees move between assignments and locations, BT Federal's user-focused directory design allows the user's email and digital certificates to be maintained across more than 300 email servers located worldwide.  At the core of the infrastructure is a directory that stores and manages email and PKI policies.

The Massachusetts Health Data Consortium (MHDC), in conjunction with the Commonwealth of Massachusetts, is evaluating domain-based message encryption for adhering to HIPAA regulations.  If patient information is contained in the email, the email is encrypted at the organizational boundary before leaving the Commonwealth's domain with absolutely no involvement of the user. BT's SecureMail is validating MHDC's approach.
